Scouting Rules


Managers can buy a scout for £2.5 million. One scout can be bought for each of the regions on offer. A scout will provide every manager who paid a list of players available to buy. This list will be on the message board. The lists will appear in 2 windows lasting 2 weeks.

The first window will open after week 5 games have been played and will close on the deadline of the week 7 games.

The second window will open after week 13 games have been played and will close on the deadline of the week 15 games.

Managers can only bid on players if they have a scout in that region. All bids will be made in full view by bidding an amount in the relevant thread. All bids must be higher than previous posted bids and must be in increments of £0.5 million values.

Once a scouting window opens, managers cant buy a scout until the next window, so you cant wait to see who the scout lists before deciding to buy one or not.

What sort of range are we looking at for the values of the players that are likely to come up as there is no point spending £10mil on a scout in each country if i cant afford to bid on the players on the list?

Will this not create a bigger divide between the bigger and smaller clubs as the smaller ones will just get outbid by the larger ones who will get all the good new players? I am not having a go as i think it's a great idea but just not sure if it is worth me spending the money myself when i struggle to afford players for sale at half value!

It provides a different market, and a different way of bidding on players. Yes this is likely to be used more by the bigger teams but chances are the bigger teams may take 2 or 3 scouts in the hope of picking up a top top player where as you may go for one or even save your money and keep using it in the normal market. Potentially this will take money away from the big clubs more, and it will also take the bigger clubs out of the normal market as much meaning when you bid on a player, if say Man United have just signed Benzima from France for £20 million they probably won't be in the normal market for players so smaller clubs will get a more even shout at the already in game players.

Also a donation method will be set up before the new season, and managers who contribute over a certain amount at the start of the season will get a free scout - at no cost to your club, along with a stadium expansion. So people who are happy to contribute will get a taste at the scouting even if they're at a small club.

Please note the changes to Scouting:

If you want to bid you should click on the link below and fill in the Scouting Bid form.

Scouting is split over a 2 week period:

1st Week - Any teams with a scout may bid for any player in their region in week 1 using the form.

End of 1st Week - The top bid for each player will be posted in the relevant region thread for all to see. Also posted will be the list of all teams who made offers for these players.

2nd Week - Only teams who made a bid on a player in the 1st week will be able to bid again in the 2nd week. If only 1 team bid in the 1st week they will win the player. If more than 1 team bid then the teams not currently with the top bid can fill in the form again to try and win the player, the winning team may decide to up their initial bid in the 2nd week. If no team bid on a player then all teams are still eligable to bid, with the player going to the top bidder, or if there is a draw whoever bid first.

End of 2nd Week - The top bidder will have won the player.

Bid forms recieved after 6pm at the end of the 2 week period will not be counted. The players will be sold to the highest bidders at that point. Do not post your bids in this thread they will not be counted.

EXAMPLE:

Eastern Europe

Player 1 starting price £5 million

Teams in region: Arsenal, Aston Villa, AC Milan, Atletico Madrid

**Arsenal fills in form bidding £6 million for player 1

**Aston Villa fills in form bidding £5 million for player 1

**AC Milan fills in form bidding £5 million for player 1

End of week 1

Arsenals leading bid of £6 million will be posted in the thread for all to see.

Aston Villa and AC Milan will show as still eligable to bid as they have placed a bid in the 1st week.

Atletico Madrid failed to place a bid in the 1st week so will be out of the bidding.

Week 2

**Arsenal fills in form bidding £7 million for player 1 because they see there are still 2 other teams in the bidding in the 2nd week who can now see their initial £6 million bid.

**AC Milan fills in form bidding £10 million for player 1.

End of Week 2

AC Milan would win the player as they have the highest bid come the end of the 2nd period of bidding.

You MUST bid in the 1st week of bidding to be eligable to bid in the 2nd week.

You CAN bid again in the 2nd week of bidding even if you were the highest bidder in the 1st week, if you think you might be outbid.

If you can't afford your winning bid on a player, you will be fined £2.5 million and the player will be sold to the 2nd highest bidding team.

If two teams bid the same top amount for a player, the team who made the earliest bid of that amount will win the player.

Any questions on the new rules, please post here. The new system has no advantage hanging on to the last minute so the 6pm deadline should be no problem to anyone.

Good rule change regarding the scouting although I do have a question regarding it.

 

Can clubs bid in week 1 on the basis that they will have the money by the time the window shuts?

 

If a club does post a winning bid in week one but then does have the money the player could just go to the next bidder. Maybe even have a fine for anyone bidding on a player then end up not be able to afford maybe 2m

 

I like the rule change I just think clubs should have been given more notice to have funds available for the window if they can only use what is currently in the bank now. Previously the window has always been open for the two week period allowing clubs to sell a player(s) if they intend to bid on someone who becomes available in the scouting window?

 

Alternatively the new system could always be brought in at the start of next season meaning the windows would have been consistent for this season?

i agree, i don t think the new editions are bad, but what about people who plan to sell players in the first week of scouting to have money for the second week? they wouldnt be able to bid on any of the players as they dont have the money in the account straight away

I posted after the last scouting that the system would be changed with immediate effect that would influence the 2nd window this season, plenty of warning. Also the scouting is the same weeks every season, its not like I've sprung the scouting on you and either system you need money to bid so you're at no loss - this system doesn't take your money any earlier.

You can bid with money you don't have in week 1 on the assumption you'll do transfers ready for week 2, however if those deals fail you then leave yourself in trouble as the bid will be there and if you don't get outbid you will be in big trouble.

I agree on the fine, I will add that to the rules now that if you bid and then can't afford the price but win the player, you will be fined. Previously the player couldn't go to the second bidder as if you saw someone bid £5 million, others may have been put off from registering a bid. Where this is closed bidding I will just fine the team who won but can't afford him, and then sell to the 2nd placed bidder.

Well if you can bid in week 1 on the basis that the money will be there in time for the close of the scouting window I think the change is a good one. I also like the idea of the fine as well - will it be 2m?

Time to start raising money then - lol

Good change. John (I think) at Chelsea and I have pushed for a closed bid system on a couple of occasions and with the addition of the two stage process this is pretty much what we suggested. Makes sense .......and if the two top teams in the game want it then it must be good!
