Do the players skill overal increase at the mid season youth update and again at the end of the season?

or just one time - if so which?

The only rating that can't improve/decrease is talent which remains fixed because every other rating change uses this. So in answer yes, players can pick up/lose bonus skills.

Player improvements and decreases happen at the end of the season, with youth players coming in mid-way as well.
