I not sure if anyone would be interested in this but I have an idea regarding transfers and trying to ensure deals go through.
I was thinking that a e-mail address could be set up as a way of officially confirming transfers. Once a transfer has been agreed between two managers they can then agree to confirm the deal with the 'FA Transfer Board'.
To do this both managers would each e-mail the Board with the details of the transfer and the intended week of the deal. Once the Board has received transfer details from both parties a e-mail would then been sent to the relevant managers confirming the details. Once confirmation has been sent out by the 'Board' then any party not honouring there side of the deal would then been fined a fixed fee by the 'FA', with the monies perhaps going to the party who were let down as a form of compensation.
This would obviously be an optional part of transfers and operate outside the normal FA teamsheets therefore not creating excess work for Richard. Transfers would still be put through in a normal way. Any deals that fail that have received confirmation from the Board for reasons other than normal FA transfer rules being broken, the board could then confirm to Richard that both parties had agreed by e-mail that the deal was to go ahead. At this point Richard could apply whatever the fixed penalty is.
If there is enough interest in this and Richard agrees that it is managable on his part I would be happy to run it for this season and then review at the end of the season.
A full list of rules (once agreed by Richard) could be posted on the message board for managers to refer to.
The above is just idea open for discussion and amendment so if anyone can see holes in this or has any suggested improvements to the idea let me have your thoughts.
I'm sure this idea would be workable but I'm just not sure whether it would be worthwhile.
To be honest I think that if managers are so specific with the details of transfers and both managers involved in a deal would be willing to use this feature, then it is likely that the transfer would be successful if it went through the normal route anyway because both the managers are keen to put it through.
Managers new to the game could perhaps take a week or two to get used to the processes of sending in team sheets etc. (I know I did!) and I don't think that fining them because of a missed teamsheet or because they have wrote a transfer wrongly would be a good idea.
I would say in my opinion that more or less all the managers on the game are reliable in terms of transfers. Any problems with transfers can often be solved amicably for example by agreeing to put it through again the next week. I know from four previous seasons experience on the game now that this can become annoying and mess with plans but we should just accept it as part of the game and after a while learn which managers we can trust with transfers and don't deal with ones we can't.

While i like the idea - i tend to agree with Rob on this one
I actually had quite a complicated transfer with Newcastle last week that went through fine - but only becuase we trusted each other and planned well around it. Martin was actually on holiday at the time and even sent his teamsheet in early as a favour to me (so i can heartilly recommend dealing with him!)
You soon learn who is reliable, and we should all have the patience to allow those new to the game to adapt
And as Rob said - those willing to go to that length to ensure the deal goes through would almost naturally ensure the deal went through using the existing system
You have almost made your own good idea redundant by its very nature lol. Sorry for the "Dragons Den" like pop at your idea though - as im all for people making suggestions and this is a great part of FA that they are listened to and discussed
I think if you really wanted a transfer sent through then you may aswell both send your team sheet in straight away the moment you've agreed it - even if it was monday morning, then any other transfers could still be added later on in the week.
But it's still a bit fussy though and like (the other) Simon said; you learn who is reliable
