So 14-15 yr olds with a report eg "he appears to be a solid performer at this level" could improve to something like "he has the potential to play at the very top" by the time their 16. Just wondering so i can decide whether to keep them or not.

Thats the whole point, you dont know for definate, you have to take a gamble
Plus your youth academy director could evaluate someone wrong on one of his reports. He might say they're poor one time, then the next update to his report might show a jump with no change to the player.
Players can/do improve in the academy, but as you can't see their stats it'll be hard for you to tell!! Use the directors comments, check each time its updated to see if it changes much to get a rough idea, then either risk it or terminate their contract.
