Just looking at the Foreign Player Marker which doesnt seem to be booming at the moment, which is a shame as its a great idea.
I was thinking maybe that a Foreign Player Loan market could perhaps be added??? In real life clubs in the Premier League and lower often make season-long loans or loans from January for players in relatively unknown foreign leagues.
For example, I know Everton and Pompey had Manuel Fernandes on loan last year from Benfica, we also have Pienaar on loan from Dortmund, Chelsea had Maniche from CSKA Moscow a few years back.
I think this would be a great idea for clubs to bring in completely new game players on short or long loan deals, and they could then perhaps have an agreed fee or be put up for sale after the loan expires. Richard could act as the foreign club negotiator and put up players available for loan every few weeks.
The players would join clubs that can offer them first team football, not necessarily the highest ranked clubs. this would give new managers coming into relegation threatened clubs with no money an opportunity to make a difference.
Any ideas?

I seem to remember Cardiff got some Dutch bloke on loan last year because he punched one of his own team during a match (probably sent away on loan for his own safety!). In reality I think this is probably more for the big clubs than the minor league ones ......and the big clubs probably don't need them!
I do not think the loans would help because the big teams would pick up the loan players as back up to their squads. I would like to see the foreign market become a transfer window how we have the January transfer window in England. It would concentrate the bidding on afew weeks.
