Currently, items such as the club shop are available to bid on via auction for managers to use their wages on or bank balance on. This limits the number of teams getting improved facilities.
A different option is to have a form where you can select to improve your facilities. This means you could buy improvements when you wanted but it would mean that anyone could improve their clubs as fast as they want and wouldn't limit it so much.
There has been some discussion about which managers would prefer, so I'm putting it up for a poll.
How about a combination of both. Each club could improve facilities by buying upgrades internally to there shops/merchandise one stage at a time but could only have so many improvements per season. You could also then have occasional auctions available where clubs can bid, these could be slightly better deals where you could perhaps upgrade two stages at once or even temporary merchandising promotions that would perhaps improve shirt sales or offer other merchandise for a period of time (half/full season).
Just an idea as I think the auction idea is a good one but really all clubs should have the chance to improve facilities if they have funds that they can invest.

Why not have improvements to shops on forms but only at the same time as Stadium expansions? That would put all improvements into one bag to be sorted out at the same time.
i agree with simon, i dont think you have to worry about people improving the shops quickly, if you can only do 1 a season for example, and the first stage cost 3m (another example) then people are just going to accumilate wages that they wont be able to spend
